The Accounting Chamber of Ukraine visited us again to conclude our joint audit of the “IDP Housing” project.
The “IDP Housing” project, which was launched in 2021, aims to improve the housing situation of internally displaced persons (IDPs) within Ukraine. The project enables IDPs to purchase small, owner-occupied dwellings by offering special conditions for loans. In light of the significant increase in the number of IDPs – from 1.4 million (in 2021) to 4.9 million (in 2024) – the integration of the persons affected into their new communities is one of the key challenges faced by Ukraine.

The Bundesrechnungshof and the Accounting Chamber of Ukraine have now concluded the audit of this project funded by Germany. The final report was signed in the course of a workshop which took place in Potsdam.
Successful project work
The joint audit revealed that functioning structures for housing promotion had been established. At the same time, we identified weaknesses, e.g. in the organisation of issuing loans. Therefore, our joint report contains recommendations to further increase the project’s efficiency and effectiveness.
The successful conclusion of the audit once again highlights the close cooperation between the Bundesrechnungshof and the Accounting Chamber of Ukraine. In conducting such an audit, we make an important contribution to ensuring that German aid funds are also used effectively in partner countries.

Further cooperation
The next German-Ukrainian audit has already been initiated. This time, the Hesse State Court of Auditors will be the German partner of the Ukrainians and audit the topic of “digital education at schools”. The audit aims to compare the level of digital transformation in secondary schools and to share lessons learned.
