In our view, excess implementing cost are charged for several federal grant programmes. From 2014 to 2017, the government spent €205.8 million on the grant programmes “age-appropriate conversion” and “energy-efficient urban redevelopment”. To implement the programmes, KfW received €38.8 million which means almost 20 per cent of the total amount granted.

Best use of grants should be made to spend them on the original funding purpose. The Federal Ministry of the Interior should urge for significantly lowering the portion of implementing costs against the grants expended. For this purpose, the Ministry needs to study whether commissioning KfW with running programmes provides good value for money. The Ministry also needs to explore alternative options for managing and running programmes.
