The Ministry has not used the potential of digital transformation to make more accurate forecasts of cost and time schedules when planning, constructing and operating federal buildings. The Ministry has long-standing plans to reform and digitise federal building works. For this purpose, building administrations are required to use the Building Information Modeling method. The method facilitates digitising, linking and modelling all building works. This method allows enhancing quality, transparency and efficiency of a building. The method encompasses the entire life cycle of planning, constructing and dismantling. So far, the Ministry has not developed an overarching strategy for embedding the method into federal building works.

We expect the Ministry to address this issue speedily and pool responsibility for digital transformation at the Ministry. The Ministry needs to take a leadership role in engaging all bodies responsible and coordinating their activities.
