Digitalisation affects us all

 

At the annual meeting of the Contact Committee held on 27 and 28 June 2019, the heads of SAIs of EU Member States and of the ECA discussed the challenges faced by digital transformation. One output of the meeting was a joint statement initiated by the German SAI. The statement highlights the importance of digitalisation and the need for SAIs to work together. 

 “Digitalisation affects us all. Economy, state and citizens. SAIs need to help ensure that at European level this challenge will be addressed“, said Kay Scheller, the President of the German SAI.

In the EU, there are various initiatives and strategies in place to cope with digital transformation such as the "EU digital agenda" and the "Strategy for a digital single market". Also, Member States have developed their own domestic initiatives and strategies. In Germany, for example, the Federal Government has developed the Implementation Strategy for shaping Digital Transformation: "digital-made-in.de".

SAIs are also exposed to the manifold challenges associated with digitalisation. On the one hand, audited bodies digitise their processes. To keep abreast of developments, SAIs need to continuously refine their audit procedures. On the other hand, SAIs need to ensure to take the technical skills on board by means of capacity building and training of their staff. "Our SAI is aware, engaged and committed to tackling digital transformation and its impact," Kay Scheller said.

The Contact Committee, founded in 1960, is the assembly of the heads of EU SAIs and of the ECA. President Kay Scheller represents the German SAI at the annual meeting. Each year, the Contact Committee meets for deliberations in one of the EU member states. The Contact Committee is a forum for sharing information and experience on EU-related audit topics. The forum serves to strengthen cooperation among SAIs in order to enhance the quality of external audit in the EU.
